This is very controversial matter Like miss Rivolver Rani said " UPSC = TikTok & IIT =YouTuber"
I dont know what exactly she wants to say, but by her opinion yes UPSC exam needs to follow syllabus read and copy it but IIT needs creativity along with syllabus IIT , guys IAS,IPS and all CIVIL exam don't need any creativity but we IIT people can make new hardware along with software, and some of us can HACK into any thing any digital, like I said I'm an solider I always say that no YouTube Or TikTok if there is no developer for an example if YouTube or TikTok database crash then all your creativity will disappear but we always do our job to set you guys up.
